Telecommunication Equipment Distribution Program (TEDP)

The Telecommunication Equipment Distribution Program (TEDP) is designed to ensure that deaf, hard-of-hearing, and speech‑impaired individuals across Oklahoma can stay connected with family, friends, work, and community resources. Recognizing that access to reliable telephone communication is essential for independence and safety, TEDP provides specialized telecommunications equipment to eligible residents at no cost.

Through TEDP, qualified applicants can receive a range of adaptive devices tailored to their communication needs, including:

  • Amplified telephones for those with hearing loss

  • Captioned telephones (CapTel) that display text of conversations in real time

  • TTY (text telephones) for direct text communication

  • Ring signalers and alerting devices to notify users of incoming calls

  • Other assistive technology that makes phone conversations clearer and more accessible

This state-funded program removes barriers and helps individuals who are deaf, hard of hearing, or speech‑impaired participate fully in everyday life—whether it’s making an emergency call, scheduling appointments, or staying in touch with loved ones.

By bridging the communication gap, TEDP promotes equal access, greater safety, and a stronger sense of community connection for Oklahomans of all ages.

To be eligible, a person must:

  • Be a resident of the State of Oklahoma
  • Provide proof of hearing loss
  • Provide proof of household income (see application for details)
  • Please specify if you are legally blind. This must be verifiable.
  • Requests for Captioned Telephones (CapTel) require an audiogram.

To be eligible, a person must:

  • Provide proof of household income (see application for details)

The following persons are qualified to verify the applicant's disability:

  • Any physician licensed to practice medicine in the state of Oklahoma
  • Audiologist
  • Speech pathologist
  • Vocational Rehabilitation Counselor
  • Other individual or agency with records to verify disability
